Leviticus 4:23-25

²³ If his sin is made known to him, he will bring for his gift a male goat that is perfect. ²⁴ He will lay his hand on the head of the male goat, and kill it in the place where they kill the burnt gifts before the Lord. It is a sin gift. ²⁵ Then the religious leader will take some of the blood of the sin gift with his finger and put it on the horns of the altar of burnt gifts. He will pour out the rest of its blood at the base of the altar of burnt gifts.
